5月12日，美国联邦通讯委员会（Federal Communications Commission，FCC）正式推出了紧急宽频福利(Emergency Broadband Benefit，EBB)。旨在疫情期间为难以支付互联网服务费用的家庭提供帮助。这项全新的福利将协助合格家庭居家办公、线上医疗服务，上网课。
这个福利是在今年2月25日通过的。

福利内容：
- 符合条件的低收入家庭，每月可获最高50美元网络费用补助。
- 符合条件的低收入原住民地区家庭，每月最多75 美元的折扣。
- 符合条件的低收入家庭，疫情期间需要添购电脑或平板电脑(tablet)时，可以获得仅限使用一次的100元抵扣。
申请条件：
- 对身份没有要求，并不需要具备美国公民(U.S. citizens)
- 居家网络及手机账单均适用
- 民众必须办理登记才能领到补助，领取补助者
- 如果家庭的一位成员符合下述条件（之一），则该家庭有资格参加计划
条件如下（符合一项即可）：
- 符合生命线 (Lifeline) 计划资格，具体参考链接

- 领取免费和降价学校午餐计划或学校早餐计划福利，包括通过美国农业部社区资格计划 (USDA Community Eligibility Provision) 领取福利或在 2019-2020 学年已领取福利；
- 是本年度的联邦佩尔助学金 (Federal Pell Grant) 获得者；
- 自 2020 年 2 月 29 日以来收入大幅下降（失业或大幅减薪的民众），且 2020 年家庭总收入低于 99,000 美元（单独申报者）和低于 198,000 美元（联合申报者）；
- 符合参与计划提供者的现有低收入或 COVID-19 计划资格标准。
